Hmm, das Debianhowto hatte ich soweit eigentlich schon durch.
Also die Quotas scheinen aktiviert zu sein (Reboot hatte ich bereits durchgeführt) , denn der Aufruf von:
quotacheck -v -a bringt:
quotacheck: Quota for users is enabled on mountpoint /home so quotacheck might damage the file.
Please turn quotas off or use -f to force checking.
unter /home liegt eine aquota.user Datei, die auch Inhalt hat (Binär).
/etc/init.d/quota start bringt im Grunde das gleiche Ergebnis:
Checking quotas...

Die man von quotaon hilft mir nicht wirklich weiter, zumal die Quotas ja eh aktiviert zu sein scheinen.
Der Fehler bei Aufruf von /opt/pdadmin/bin/quota.pl bleibt aber unverändert wie in meinem ersten Post.
Hat jemand noch eine Idee?

repquota -a zeigt, wie erwartet, das keine Quotas in Verwendung sind:
